I do not think that much explanation is re-

quired of the necessity that exists for ten English Masters

in a College of 1,000 boys, when it is remembered that six

English Masters were found barely sufficient for the 500 boys

of the Central School. At the Diocesan School, one of the most

efficient schools in the Colony, there are four English Mas-

ters and one English Mistress for 100 odd pupils. Queen's Col-

lege should not suffer unnecessary disabilities in comparison

with other schools in respect of staffing.

The Chinese Mathematical Master, appointed pro-

visionally till the end of the year from the 1st. March, is an

absolute necessity, if the consequent advantage of scattering

English Masters over various classes is to be sustained.

Column A, on attached Table,contains the Esti-

mates for 1899 with ordinary increments, in accordance with

existing instructions.

Column B shows the items of expenditure if the

Native Mathematical Master's services are continued in spite

of Mr.Wong Ming's not being transferred to the Gaol Staff.

The total difference is $565 - (18+17+55) or $475 more than

Column A.

Column C illustrates the total expense recom- mended, and shows a further increase of $1620-300 or $1320 more than column B, or $1795 more than Column A.

In Columns B and C, provision is made for a

total Staff of 24 instead of 23 Masters, by the retention

of the Temporary Chinese Assistant.
